构建橄榄型警力配置模式探讨

社会转型期是经济社会结构变动最激烈、各种矛盾和问题最突出的时期,此时社会治安形势严峻。以往我国的警力配置结构呈"城市(重)——城乡结合部(轻)——农村(最轻)"这样一种倒金字塔型模式,已不适应现在的社会发展状况。建立"城市(轻)——城乡结合部(重)——农村(轻)"的橄榄型模式配置警力,以适应城乡治安形势,形成"城市成拳,结合部成线,农村成面"的警力配置效果,会更大限度地发挥警力配置的水平和质量,更有效地发挥公安机关职能,维护社会稳定。

On Setting up Olive Mode of Police Deployment

The social transformation period is a period when the configuration of the economic society change most fiercely and various conflicts and problems appeare most frequently.The current social order situation is severe.In the past,our police deployment is an inverted pyramid mode of "city(major)-outskirts(minor)-village(the least)",which has not been suitable for the present development of the society.We should establish an Olive Mode of "city(minor)-outskirts(major)-village(minor)" to suit for the social order situation in the outskirts and deploy the police to become "a fist in city,a line in outskirts and a circle in village".This deployment can exert the level and configuration of the police power,improve their efficiency and maintain the social stability.
