Administering a country of law,or rule by law,is a concept whose substance and connotatinon vary in history.In modern times,rule of law had a rough course of development full of profound lessons to learn and failure that calls for deep thought.In new China,rule of Law has had a tortuous road with some bitter experience and many successes.Looking into the future,while the prospects for rule of Law are bright,great efforts have to be made to accomplish such an arduous task of building a socialist country governed by law.
