| 摘 要： | 当前我国面临着比较严重的公共安全问题,并且随着经济的发展,我国的公共危机呈现出了新的特点。要构建安全稳定的和谐社会,必须建立新型的公共危机管理体系,建立健全社会危机应对网络,动用一切可以利用的社会资源,实现处置社会危机的高效协同运作,促进我国社会稳定和谐的发展。
