Affiliation:MARY GRISEZ KWEIT is an Associate Professor of Political Science at the University of North Dakota. She graduated from Carleton College with a B.A. (1967) and received her M.A. (1968) and Ph.D. (1974) from the University of Pennsylvania. Her research was focused on political behavior w i themphasis on citizen participation and she has presented many papers and published in these areas. She is co-author of Implementing Citizen Participation i n a Bureaucratic Society: A Contingency Approach (New York: Praeger Special Studies, 1981).;ROBERT W. KWEIT is a Professor of Political Science and Director of the Master of Public Administration Program at the University of North Dakota. He received h is B.A. from Syracuse University (1967) and his M.A. (1968) and Ph.D. (1974) from the University of Pennsylvania. He has presented papers and published in the areas of citizen participation, policy analysis, and the bureaucracy, and is co-author of Implementing Citizen Participation in a Bureaucratic Society: A Contingency Approach (New York: Praeger Special Studies, 1981).
