Research interests include public investment analysis, water quality management and the role of economic analysis in public decisionmaking.;G. EDWARD DICKEY is Deputy for Program Planning, Review and Evaluation in the Office of the Assistant Secretary of the Army for Civil Works and part-time instructor in economics at the University of Maryland Baltimore County. He received his B.A. from The Johns Hopkins University and his M.A. and Ph.D in economics from Northwestern University.
