试论执政党执政模式类型及新时期我党执政方式的改善

执政党执政方式即执政党领导、执掌政权的方式,本质上是执政党与政权两者职权的配置状态及其相互作用的运转模式。执政党执政方式可分为三种模式类型:党政职权分开型、党政职权混合型及党政职权合一型。中国共产党目前的执政方式有党政职权混合型执政模式的某些特征。中国共产党执政方式向党政职权分开型执政模式方向转变,要处理好执政党、政权与人民当家作主的关系,执政党与政权两者职权关系的科学配置及其职权运行的法治化的问题。

On the Ruling Party''''s Governing Models and the Improvement of the Governing Model of the CPC in the New Era

The governing model of a ruling Party is the way in which the Party takes the leadership and holds the power. It is actually the operational way of how the ruling Party distributes its political power and how the political power affects the ruling Party. The ruling Party's governing models fall into three categories: the model of a separation of the Party from the political power, the model of a mix of the Party and the political power and the model of a combination of the Party and the political power into one. The governing model of the CPC at present is characterized somewhat by the model of a mix of the Party and the political power. And it is changing into a separation of the Party from the political power. Thus, it is important for the CPC to well solve the problems of how to deal with the relationship among the ruling Party, the political power and its people as the master of the country, how to reasonably distribute the functional power between the ruling Party and the political power, and how to legalize the operation of the Party's functional power.
