Abstract: | The purpose of this paper is to put into historical context and current perspective the ongoing discussions about the economic changes in Eastern Europe and the institutional responses that they have elicited. The paper will review the economic ‘regime? that existed in East‐West relations until about 1988 and discuss the proposals that are emerging for both new institutions and for older ones. The paper's historical scope will be limited to the period until the opening of the CSCE Helsinki Review Conference, that started in April 1992. |
