论犯罪手段的传播途径及侦控对策

犯罪手段是后天习得的 ,它是整个犯罪文化对犯罪分子的浸染以及犯罪分子自身不断择取的结果。犯罪手段的传播有五大途径 :大众传媒的传播 ;犯罪分子自身经验的积累和自我的摸索 ;犯罪群体的“交叉感染” ;被害人转化为犯罪人中的传播 ;国际犯罪组织、间谍机构的专门培训。必须规范大众传媒 ,确保公安工作宣传的保密性 ;规范办案 ,提高办案人员的素质 ;强化监管工作和做好刑满释放分子的接茬帮教工作 ;加大对黑恶势力的打击力度 ;做好被害预防 ,加强引导 ,减少被害人向犯罪人的转化。
