The paper is to distinguish different modes of group and individual public interest litigation. The system of effectiveness of public interest litigation judgment is structured from such four aspects as subjective extension of res judicata, binding force of pre-definition fact, case law＇s effectiveness and enforcement of judgment. And the possibility and legitimacy of legal effect and its extension of public interest litigation judgment are fully demonstrated. Combined with China＇s judicial practice, the feasible operation scheme is proposed to achieve public interest litigation, and effectively protect the value hypothesis of whole public interest of society.
