| 摘 要： | 提高法律监督能力,要坚持打击、保护和服务职能的有机统一,促进社会和谐稳定;坚持监督、制约和配合的有机统一,以程序规范保证司法公正;坚持力度、质量和效果的有机统一,注重办案质量;坚持事前、事中、事后监督的有机统一,注重法律监督效力;坚持检察工作全局和局部的有机统一,注重整体合力。深入推进人民监督员制度,加强检察机关内部监督制约,建立整体侦查工作机制,强化队伍管理和领导责任。

| Abstract: | In order to improve the competency of legal supervision,the procuratorial organs should integrate the functions of taking strong measures,safeguarding and service,coordinate supervision,restriction and cooperation,consider the strength, quality and effect as whole,equalize the supervision in all phases,and balance entire procuratorial system and its part.In addi- tion,the procuratorial organs should deeply advance the people's supervisor system,enhance the inner supervision and restric- tion,establish an integrated investigatory working mechanism,and strengthen personnel administration and leader's responsi- bility. |
