Owing to the defects inherent in the Regulations on Punishments in Public Order and Security Administration,it can not meet the needs of current public security administration works.Therefore,great amendments have been made in the Law on Punishments in Public Order and Security Administration compared with the Regulations on Punishments in Public Order.This law not only enlarges the power for public security organizations to guarantee the necessary punishments for the public order and security violators,but also pays more attention to the supervising and restricting of the powers of police officers,which unifies the rational expansion for police officers and the control mechanism of laws.This is a necessary requirement for building a harmonious society.
