| 摘 要： | 建立社会舆情预警机制对于及时掌握社会舆情动态、探索舆情的产生和变化规律,对于党和政府科学决策具有重要价值。本文分析了新形势下社会舆情的特点,勾画了社会舆情预警机制的基本框架:社会舆情信息机制和社会舆情问题解决机制,以便为党和政府决策提供参考。
