| 摘 要： | 科学发展观所揭示的关于社会发展的基本规律具有普适性,与社会主义政治文明建设的规律是相融相通的,故应以科学发展观为参照系,审视中国社会主义政治文明的发展模式,明确在中国社会主义政治文明建设过程中也应坚持＂以人为本,全面协调可持续发展＂。同时必须充分考虑到中国社会主义政治文明的相对独立性,作为一个复合概念,它包括＂政治文明＂、＂社会主义＂、＂中国特色＂三个层次的内涵,必须在科学发展观的指导下,从理论和实践两个层面实现上述三个方面内涵和要求的有机统一。

| Abstract: | The basic law which the scientific concept of development reveals has its Universality, and it has many connections with the laws of the Socialist political civilization. So we should reflect on the development model of the chinese Socialist political civilization under the guide of the scientific concept of development, and confirm that we should also insist on ＂People --oriented, comprehensive, coordinated and sustainable development＂. Bisides,we also ponder on its relative independence,because it includes three parts：＂political civilization＂,＂socialism＂,＂Chinese characteristics＂, so we should make them into a organism in theory and in reality. |
