| 摘 要： | 当前的治安行政处罚存在问题比较多,困惑也不少。其中主要有法律依据不足的问题,也有公安机关执法方面存在偏差的问题。那么如何去规范和统一呢?一方面需要立法机关加以解决,比如尽快出台《治安处罚法》;另一方面要求公安民警提高治安行政执法的水平和能力。

| Abstract: | There are many problems and much perplexity in today's administrative penalty for security. Some are problems of lacking law basis, others of deviation of law enforcement by public security body. The question is how to regulate and integrate them. The legislative body should take measures such as making Penalty Law for Security. On the other hand, public security police should improve their ability of administrative law enforcement. |
