乡镇政府职能转变：困境及应对之策

在新农村建设中,由于乡镇政府职能定位不准、权责不协调、债务负担过重,因而使其职能转变严重受阻。究其原因主要是：乡镇干部队伍素质较低,对乡镇政府职能转变的认识不足,加之不合理的行政管理体制和不合理的乡镇绩效考评制度等。因此,推进乡镇政府职能转变必须更新管理观念,准确定位乡镇政府职能;深化乡镇机构改革,完善管理体制;优化财政管理体制,为乡镇政府职能转变提供财力保障;加强乡镇干部队伍素质建设,为乡镇政府职能转变提供智力保障。
