| 摘 要： | 公安机关作为特殊行政主体,既具有行政执法权又具有刑事执法权,深入分析在执法过程中如何针对不同案件适用不同的执法权力,并注意特定情况下两种执法权的相互转换和有机结合,对规范公安机关执法、保障公民合法权益具有现实意义。

| Abstract: | As a special administrative subject, public security organ has both administrative law enforcement power and criminal law enforcement power. It is significant for regulating the law enforcement of public security organ and safeguarding citizen＇ s lawful rights and interests to analyze how to apply different law enforcement power for different cases during the course of law enforcement and pay attention to the conversion and combination of two law enforcement power in particular case. |
