| Abstract: | The thoughts of Public operation is basic idea of the businesslike government.The businesslike government imitates market-mechanisms to establish internal market-structure for management of public service domains; it takes vigorous action to answer the public demands and pursues the idea of consumer-orientation;it focuses on effects and applies the methods of total quality management and performance management; it emphasizes cost-benefit analysis to realize utility-maximization for public resources. |
