| Abstract: | The traditional theories of criminal penalty warranty are mainly the theory of retribution; the prevention theory, the compromise theory and the loyalty theory. These four theories can not form a scientific expression of the criminal penalty warranty. The scientific theory should be the theory of unification theory. |
