论构建云南沿边开放经济区的制度创新问题

当前，我国经济区建设成效显著，在硬件设施已初具规模的情况下，如何通过制度创新来为经济区建设提供软环境支撑和核心动力，是经济区建设亟待突破的“瓶颈”问题。云南省“桥头堡”建设所需构建的“云南沿边开放经济区”应该及早进行制度系统的构建，这一制度系统至少应包括开放型合作机制、经济运行便利机制和制度运行监管机制三种制度设计。
