| 摘 要： | 198 9年我国颁布了第一部行政诉讼法 ,随着形势的发展 ,立法显现出种种弊端 ,最高人民法院的《贯彻意见》、《若干问题解释》对此作了健全、完善规定 ,以更适应社会主义市场经济发展的要求 ,便利于保障人权。本文就此问题略抒管见。
