| 摘 要： | 官僚制作为与工业社会相适应的传统组织模式,有其存在的合理性,但随着现代社会的发展,其弊端也日益暴露出来。分析官僚制保守性及其产生原因,并指出提升政府组织与政府公务人员的社会创新力的途径,对于当前政府组织改革有着重要的理论和现实意义。

| Abstract: | The bureaucrat system as the mode for tradition organization is in conformity with the industrial society, and has its rationality in existence. But along with the development of modern society, its drawback has been exposed day by day. Analyzing the conservative bureaucrat system and its origin, also pointing out the way to promote government organization and social innovative capability of government functionary will have important theoretical and realistic meaning to the reform of government organizations at present. |
