关于构建新型国有资产管理体制的思考

改革国有资产管理体制,关键是要淡化政府在国有资产运营中的行政干预。为此,我国必须设立国有资产管理专司机构,正确界定国有资产的历史使命,充分调动中央与地方在国有资产管理上的积极性,只有这样,才能使国有资产发挥其作为调节社会经济的重要手段的作用,从而使国有企业改革摆脱困境,真正实现企业的制度创新。

Only in this way, can we make use of our state-owned assets byutilizing them as the important tools to adjust social economy, so as to help our state-owned enterprises free themselves from difficulties and really realize the systematic innovation.
