发展新时期刑事技术工作的构想

刑事技术工作投入不足,基础建设及技术发展进度缓慢,犯罪情报资料工作发展缓慢、不平衡,刑事技术队伍不稳定,管理体制不完善,运行机制不畅通等原因制约着我国刑侦工作的顺利开展。公安机关应当从战略高度来认识刑事工作,理顺管理体制和运行机制,提高服务意识,增强服务力度,加大刑事技术经费投入,进一步完善情报资料工作,建立过硬的刑事技术队伍,以促进刑事工作。

On Improving and Perfecting Criminal Technique in the New Period

Criminal technique plays an important role in criminal investigation. In the new period the forms of crimes become covert, disguised and intelligent, which are also the characteristics of crimes in the new situation. Criminal technique and criminal investigation have to face many challenges. How to meet these challenges and exert the function of criminal technique is an important task facing us. This paper tries to discuss several questions in relation to the development of criminal technique.
