| 摘 要： | 在政府经济职能转化过程中,制度上的缺陷导致了大量的社会不公。政府决策的基本依据应当是制度公正,厘清现阶段制度公正的内涵是构建制度公正的前提。从政治、司法、经济、道德、生态诸方面构建制度公正是解决社会不公的关键。

| Abstract: | In the process of transformation of governmental economic function,there has appeared social injustice due to institutional defects.The basis for governmental decision should be institutional justice and the premise for institutional justice is to clarify the connotation of it.To establish institutional justice in terms of politics,judicatory,economy,morality and economy is of great importance in solving social injustice. |
