| 摘 要： | 以权力为依托，从事黑社会性质犯罪，是当代农村有组织犯罪的重要类型之一。黑社会性质，组织头目往往凭借手中权力，拉帮结党，欺压百姓，严重败坏了党和政府在群众中的形象，危害农村社会治安。只有加强基层政权组织建设，及时改善干群关系，才能有效遏止犯罪势头。

| Abstract: | Organized crimes supported by the authorities form an important category of crimes in the countryside. Heads of organizations with a black society nature, abusing the power in hand, fall into gangs to oppress the civilians, and thus damag- ing the reputation of the Party and the government and harming the social order in the countryside. Preventive measures must be taken to struggle against such crimes. |
