德具有为善性 ,才具有可用性。德作用于社会所产生的值有性质上的正与负之分 ,才作用于社会所产生的值有程序上的大与小之分 ;两者相互结合 ,共同作用于社会所产生的值既有性质上的正负之分 ,又有程度上的大与小之分。正值有益于社会 ,负值有害于社会。德才兼备作用于社会所产生的值 ,在性质上是正值 ,在程度上是值大 ,因而有益于社会大。

Moral integrity is a kind of good character, and professional ability is utilizable. The effect of moral integrity on the society may produce positive or negative value in qualitative aspect; while the effect of professional ability on the society may be to a higher or lower degree. Once combining both moral integrity and professional ability, their impact on the society may have positive or negative value and to a higher or lower degree.
