难民危机背景下土耳其边境安全管理的应对与启示

2011年中东大变局尤其是叙利亚内战爆发以来,大量难民持续涌入土耳其,给土耳其边境及国内安全带来巨大困难和挑战,该国采取了一系列措施优化边境安全管理工作以应对难民危机。土耳其重要的地理位置、复杂的边境安全形势、作为欧盟外部边境重要屏障等因素,使得该国边境安全管理工作研究意义凸显,在全面分析土耳其边境安全管理框架的基础上,重点关注其对难民危机的应对,通过比较研究取其长避其短,对我国相应工作以启示。由此,我国边境安全管理工作需在坚持国家利益至上的前提下,进一步完善管理框架、推行先进措施、构建难民处置机制并加强国际合作。

Response and Enlightenment of Turkish Border Security Governance under the background of Refugee crisis

Since the great changes in the Middle East in 2011,especially since the outbreak of the civil war in Syria,a large number of refugees continued to flow into Turkey,which has brought great difficulties and challenges to Turkey’s border security and domestic security.Turkey has adopted a series of measures to optimize border security governance to respond to refugee crisis.Due to Turkey’s important geographical location,complex border security situation,as an important barrier of the external border of the European Union and other factors,highlighted the meaning of Turkey’s border security governance research,on the basis of a comprehensive analysis of Turkey’s border security governance framework,focus on its response to the refugee crisis,through a comparative study to take its strengths and avoid its weaknesses,to enlighten the corresponding work in China.?Therefore,China’s border security governance work needs to improve the governance framework,implement advanced measures,build a refugee disposal mechanism and strengthen international cooperation on the premise of upholding the supremacy of national interests.
