摘    要:大型赛事活动中突发事件的预防与处置是各级公安机关赛事安保工作中的重中之重。在这方面,来自英国的一个负面案例值得我国警方借鉴;希尔斯堡事件是英国历史上最严重的球场踩踏事故,相关诉讼持续27年,广受社会关注,事件影响深远。在此事件处置中,英国警方暴露出制度防范偏差、外围把控不利、警力部署不足、组织决策失误、现场救援低效、事后逃避责任、舆论导向错误等严重问题。以此为戒,我国警方在预防与处置大型赛事突发事件时,应加强赛前安全保障布局,提升现场应急处突能力,完善办案问责制,做好涉警舆情引导工作,提高执法者综合素养,确保赛事活动安全有序开展。

Abstract:The prevention and disposal of emergencies in large-scale events is the most important work of all public security organs. In this regard, a negative case from UK is worth learning by police of China. The Hillsborough incident is the worst stadium stamping accident in British history. The related lawsuit lasted 27 years. It has been widely concerned by the society and has a far-reaching impact. In the handling of this incident, the British police had serious problems such as system deviations, unfavorable external control, insufficient police deployment, organizational decisionmaking errors, inefficient on-site rescue, evasion of liability afterwards, and wrong opinion guidance. Taking this as a warning, when preventing and handling large-scale event emergencies, the Chinese police should strengthen the prematch safety guarantee layout, improve the on-site emergency response capability, improve the case handling accountability system, improve the comprehensive quality of law enforcement personnel, and ensure the safety and security of the event Preface.
