公民意志的表达方式及其法律规制——以“投诉合唱团”为视角

在我国,公民意志的表达具有多种法律渠道,投诉合唱团是一种新型的表达方式。投诉合唱是一种社会权利,同时也具有一定的社会权力意义。投诉合唱团拓展了民意表达的方式和渠道,为政府了解社会和参与社会管理提供了第一手资料。投诉合唱团在社会权力表达方面也存在局限性,有必要对投诉合唱进行适当的法律规制。

Expression Ways of Public Opinion and Related Legal Regulations: From Perspective of Complaints Choir

In China,there are multi channels for the public to express their opinions,Complaints Choir being a new way.Complaints choir is a social right and in a sense it is a social power at the same time.Complaints Choir develops modes and channels for the public to express their opinions and provides first-hand information for the government to know the society better and find innovative ways for social management.As Complaints Choir has limitations in social power expression,it needs to be properly regulated.
