努力实现农村社会治安的基本稳定

农民的组织化水平已近谷底,观念冲突强度不会明显增加,城市化进程会使农村实有人口继续减少,国家的惠农政策将有助于消解农村社会积累的矛盾,等等,皆是农村社会治安局势应由不断恶化转为低水平稳定的缘由。但农民组织化程度的回升将极其有限和缓慢,农村社会结构还将处于变动之中,观念冲突仍会使许多农民深感困惑,加之各种治安控制手段都远不如以前有效,所以,农村社会治安局势也不会有明显的好转,以至于若提出比"基本稳定"更高的农村社会治安控制工作目标,则既可能欲速不达,也会因成本远高于收益而不符合经济原则。

Diligently Realize the Public Security of the Rural Areas Basically Stable

The level of farmers' organization has already reached the bottom.The conflict of different concepts of the farmers will not intensify.The urbanization will make the rural population smaller.And the governments' agricultural policy will also contribute to resolve the problems that have been accumulated in the countryside.Thus,the condition of public security in rural areas should turn from continuing deterioration to low-level stability.But the enhancement of organization of farmers will be limited and the process of it will be slow,and the social structure in the countryside has been in charges,and the conflict of different concepts will still confuse many farmers deeply.Additionally,various controlling methods of public security are less effective than before.So it is hard for the public security in the countryside to turn better obviously.And it is not suitable to set up a goal that is higher than the goal of basically stable,for haste does not bring success and a higher goal does not conform the economical principle.
