The strategic decision-making of putting Shaan-Gan revolutionary base as the leading headquarters of Chinese revolution was due to such factors as the favorable conditions of the existence and development of Shaan-Gan revolutionary base,the Comintern＇s assistance to Chinese revolution and its understanding of Shaan-Gan revolutionary base,the need to develop national revolution and the need for the CPC Central Committee to fulfill its political route and develop the Party and the red army,the scientific spirit and the strategic judgment of the first generation of central collective leadership of the CPC,which were historically inevitable at that time.
