论统筹城乡资源配置与地方政府层级改革

统筹城乡经济社会发展,就要调整公共资源配置方式,做到公共资源配置权下移至县域,公共服务统筹权上移到省和中央政府。省直管县能有效调动和发挥县级政府的积极性,促进城乡协调发展。当前改革条件已经成熟,要在分析问题基础上分类指导改革,转变政府职能,明确省、县政府职责重点,下放权力,以事权确定财权,合理核定县的机构设置,缩小省级政府管理规模和幅度,创新市制,调整和完善垂直管理体制。
