His research interests include policy networks, network management, social network analysis, and the social impact of the Internet. He received his PhD from the Kennedy School of Government at Harvard University in June 2002 and received an honorable mention in the Association for Public Policy Analysis and Management's (APPAM) 2002–2003 PhD Dissertation Award competition.
