浅谈建立适合我国国情的新型社会保障制度

完善的社会保障制度能够提高宏观经济效率,促进社会公平与稳定。我国传统的社会保障制度是在计划经济条件下建立起来的,包括国家保障制、企业保障制和农村集体保障制,是相互分离、自我封闭的社会保障制度。而现行的社会保障制度又随着市场经济和改革开放的进一步深入面临更为严峻的挑战。立足国情,改革与完善现行社会保障制度,实施目标模式与运行机制的创新,迫在眉睫。

To establish new type social security system adapting to our situation

Integrated social security system will improve macroeconomic efficiency and promote social equality and stability. The traditional social security system in our country was established on the basis of plan economy. It includes national security, enterprises security and rural security system which are separated and self-closed . The present social security system is facing the heavy challenge with the developing of market economy and policy reform. It is urgent to establish new type of social security system by present social security system reform and target management.
