摘    要:我国公务员制度在经历了十年的发展之后,已经建立了基本框架,取得了长足进步。但是从目前的执行状况来看,仍然存在着一些问题,这主要表现在观念、体制和做法三个方面。我国公务员制度的改革应主要从这三个方面入手,努力冲破旧的观念、体制和做法的束缚,在总结经验、学习借鉴的基础上逐步加以健全和完善。

Abstract:After going through ten year's development, the civil service system in Chinal has already set up basic frame, and made considerable progress. According to the implementation condition at present, there still have some problems that mainly represent in three aspects, namely, conception, system and practice. The reform of civil service system in China should proceed with these three aspects by making great effort to break through the constraint of old notion, system, and practice. Thus we can strengthen and improve the civil service system step by step on the basis of summarizing experience and using for reference.
