| 摘 要： | 弱势群体具有贫困性、边缘性、低层次性和心理敏感性的特征。弱势群体的构成因素是十分复杂的。对于弱势群体的救助一靠国家,二靠社会。要建立有效机制,采取得力措施,扶持弱势群体自强。
