铁路内部不安定因素的特点、处置原则和方法研究

当前,随着铁路改革发展不断深化,影响铁路稳定的新问题、新情况逐渐增多,铁路内部矛盾出现新变化,呈现出主体多元、类型多样、矛盾复杂、行为过激等新的特点。在矛盾纠纷排查调处过程中,必须准确把握“慎用警力、调解优先、标本兼治、教育前置”等原则,改进工作方法,加大矛盾排查、矛盾化解、宣传查处、责任追究、奖惩考核等工作的力度,维护铁路内部稳定。

On the Characteristics, Disposal Principles and Methods of the Destabilizing Factors within Railway

At present, the railway reforms have been going deeper. It caused new problems which affected the stability of railway to increase and the railway inner conflicts to show such new characteristics as the diversity of main bodies and types, the complex of conflicts and the aggressiveness of behaviors. During the course of investiga- ting and disposing the troubles, we must hold correctly the principle of ＂using police force carefully, giving priority to mediation, addressing both the symptoms and root cause, considering education first＂. Also we should improve our working methods, enhance the work of searching and solving problems, affixing the responsibility, and apprai- sing with rewards and penalties. By doing these we can maintain the inner stability of railway.
