| 摘 要： | 《中华人民共和国道路交通安全法》的立法有以下重要变化：第一,废除民事诉讼的前置程序；第二,快速处理交通事故的机制；第三,《交通事故认定书》取代《交通事故责任认定书》；第四,规定机动车实行第三者责任强制保险制度,并设立道路交通事故社会救助基金；第五,规范了公安交通管理部门的执法行为；第六,方便群众的原则。

| Abstract: | There are some crucial changes in the legislation of Traffic Safety Law.The first is getting rid of the preceding procedure of a civil lawsuit;the second is constructing the mechanism of rapid handle of traffic accidents;the third,identification papers of traffic accidents take the place of responsibility identification papers; the fourth is regulating imperative third-person insurance and setting aside social rescuing and aiding funds;the fifth is regularizing the behavior of traffic management organs in law enforcement and the last is making princi- ples to provide convenience for the people. |
