城郊结合部治安防控体系建设的思考

社会主义市场经济体制体制的建立和逐步完善 ,极大地推进了乡村城镇化和城乡一体化建设的进度 ,加快了人、财、物的流动和循环 ,而位于城市边缘地带的城郊结合部地区由于多种原因逐步成为城市治安问题突出的重点地区和防控体系中的薄弱环节。因而 ,构建城郊结合部治安防控体系是适应日益动态化、复杂化的严峻的社会治安形势的迫切需要 ,是把握违法犯罪规律、贯彻“打防结合 ,预防为主”方针的客观要求 ,是贯彻“十六大”精神、增强公安机关驾驭社会治安局势的能力、维护社会稳定的根本措施。

Thoughts on the construction of the preventive and controlling system of public security in areas connecting the city and the countryside

For various reasons, areas connecting the city and the countryside have become the main areas with striking security problems as well as a weak link in the preventive and controlling system of public security. Therefore, the construction of the preventive and controlling system of public security in such areas is an urgent need of adapting to the more and more complex, dynamic and severe situations of the social public security, an objective demand of controlling the regular pattern of breaking laws and committing crimes, carrying out the guiding principle of “connecting blow with prevention, while putting prevention in the first place”, and a basic measure to carry out the spirit of “the 16 th Central Committee of the Chinese Communist Party”, strengthen the ability of the public security organs to dominate the situation of the social public security, and keep the society stable.
