问题之维——《中国社区矫正理论与实践》专题研讨代序

2003年开始试点的社区矫正工作是我国刑罚执行方式的重要改革,它反映了我国对犯罪及其刑罚的认识,符合我国宽严相济刑事政策变化和发展的要求,也是我国建设和谐社会的体现。作为新的刑罚执行方式,社区矫正应当改变单一追求控制和惩罚的观念,以为社区服刑人员服务,帮助他们重返社会,成为守法公民,不再重新犯罪,过普通公民正常完全的社会生活为目标。

Dimensions of the Problem: A Preface to the Column of "The Theory and Practice of Community Correction in China"

Pilot community corrections program began in 2003 in China and it is an important reform on criminal enforcement mode. It reflects our new understanding of crime and punishment and accords with the changing and developing requirements of the criminal policy of tempering justice with mercy. The community corrections program also reflects our goal of constructing a harmonious society. In the new criminal enforcement mode, what we seek is not the only idea of control and punishment, but the notion to serve the offenders under community supervision, to assist ex-offenders successfully reintegrate into the community so that they can become law-abiding citizens without committing any crime again and live a normal life like other members in the community.
