论当前短信诈骗犯罪的特点及治理对策

近年来,短信诈骗犯罪虽历经公安机关的严厉打击,但其犯罪形式却更加"丰富,"犯罪手法更加"智能,"犯罪数量居高不下,在一些地区短信诈骗更是呈现出"打不胜打、防不胜防"的持续高发态势,而且由于犯罪手段不断升级,犯罪危害程度更加严重,危及群众的财产安全。短信诈骗具有鲜明的个性特点,此类犯罪多发是社会管理不到位的集中表现,是多种原因造成的。为有效遏制短信诈骗高发势头,必须改变传统"为打击而打击"、"头疼医头、脚疼医脚"的被动模式,必须站在更高的角度,从短信诈骗的各个环节入手,剖析制度漏洞和管理缺位原因,并从完善法律制度、规范社会管理、强化案件侦破、提高群众自防能力等多个层次,填补漏洞、斩断源头、阻断环节,寻求减少和预防短信诈骗犯罪的对策和途经。
