| 摘 要： | 武汉“光谷”企业作为高新技术企业具有技术密集、人才密集、资本密集和风险密集的特殊特点,也正是高新技术企业这些特殊性使得其发展在诸多因素和环节上受阻。本文对光谷建设过程中的新型政企关系模式创建进行了针对性研究,提出政府的全面质量管理的TQM管理模式。
