天津市总工会已确定了今年工作的“三大特色”，即全员培训、强基固本和创新发展。这是落实市委“调结构、惠民生、上水平”活动的重要举措；是开展“面对面、心贴心、实打实服务职工在基层”活动的内在要求；是建设学习型、服务型、创新型“三型工会”的基本途径。各级工会组织要坚持高起点推进，高水平实施，高标准落实；要坚持突出各自特点，做好规定动作，创新自选动作；要坚持数量与质量并重，在务实、规范、有效上用气力。

Address on the 2012 Opening Ceremony of the Training for Cadres In the Promotion of Three Characteristics Projected by Tianjin Federation of trade union

The three characteristics were projected by Tianjin federation of trade union this year,namely,training for all staff,to strengthen the basis and creative development.This is the corresponding measure to the policy of adjusting the structure,richen the citizen,and improving the level by the government.This is the demand to develop the activity of face-to-face,heart by heart,and serving for the basis by all heart.This is the basic path to construct the trade union of learning,serving and innovative.All levels of trade union should keep promoting at a high level and should assume their own characters.They should accomplish the basic work well and finish the innovative work courageously.They should focus on the quality and quantity.They should focus on practical factors,the standard and the effect in the process.
