| 摘 要： | 公安机关机关干部人数众多，素质参差不齐，提高机关干部的素质和能力是建设高质量、高效能领导机关的重要环节。要认清公安机关机关干部岗位责任的极端重要性，在激发工作积极性、主动性和创造性上有新的进步；认清机关干部眼界广阔的极端重要性，在政治和全局高度观察、分析和处理问题上有新的进步；认清机关干部把握机遇、中心、重点和主攻方向的极端重要性，努力在出大主意、好举措上有新的进步；认清机关干部高尚品德的极端重要性，在保持先进性、树立良好形象上有新的进步。

| Abstract: | Because of a large population and irregular quality,it is an important link to improve the quality and ability of the cadres of public security organs.We should get a clear understanding of the situation and post responsibility in order to stimulate them to further efforts.At the same time,we must grasp the nature of the cadres to set heroic images and make rapid and brilliant progress. |
