当前国际关系的基本特征

2004年国际关系表现出4个基本特征:一是美国在伊拉克战后重建中的困难突显出美国力量的局限性。二是国际系统结构虽仍然表现为单极特征,但系统的合法性严重不足。伊拉克战争使美国在威望体系中的地位受到前所未有的损害;欧洲仍然质疑美国单极世界秩序的合法性;布什主义导致“越打越恐”,不能为国际社会提供稳定与安全。三是全球化带来的相互依存不断加速地区的一体化发展,欧盟宪法条约签署和东亚地区合作是今年的两大亮点。四是大国关系继续良性互动,合作与竞争因素同时存在,但合作始终占居主导地位。

Four Conspicuous Features of Current International Relations

Four prominent features appeared in current international relations. The first is that the difficulties encountered for American troops in Iraq highlighted the limitation of the American superpower. The second is the legitimacy of American-led international order has been greatly weakened, firstly because there still no evidence of nuclear weapons found in Iraq which was an excuse for the United States to raise war to topple the Sadum regime; secondly because Abu Gharib prison scandal severely damaged the American international prestige, Stalemate of EU-American relationship shows that European way is still far away from the American way to deal with international affairs and the Iraq issue in particular. Bush Doctrine proved unable to provide international society with stability and security. The third is the new development of regional integration and cooperation to manage the consequences of rapid development of globalization. The signature of Treaty of European Constitution and rapid development of East Asian cooperation are two highlighted points. The fourth is that big powers relations still maintained stable and cooperative, but competition among them seems also increasing.
