| 摘 要： | 网络反恐不仅指防范恐怖分子对网络发动的恐怖袭击,而且还指阻止恐怖分子对网络的利用,以网络为战场反击恐怖主义。恐怖分子为了隐蔽地进行恐怖活动,利用互联网的隐蔽、普及等特性,隐身其中,将网络开辟为其“第二战场”。为了有效利用网络进行反恐,应重视网络系统的安全,加强网络反恐立法,打击恐怖主义网站,同时利用恐怖主义网站搜集有用的反恐信息,瓦解恐怖组织,打击恐怖主义。

| Abstract: | As countries have intensified the crackdown on terrorists and their activities,their living space has been dwindled.To keep on their activities,they become to use network that is convert and common to carry on their activities and make it their second battlefield.Analyzing the definition of the cyber-terrorism,we could confirm the meaning of counter-cyberterrorism.At the same time,by analyzing the definition,characteristics and the use of network by terrorists,we could find the countermeasure for dealing with this. |
