把握深化“放管服”改革优化政务服务的重点

目前实践中关于优化政务服务改革的政策措施和经验做法基本上是围绕着以下框架进行:一是明确政务服务项目(提供什么服务),二是提升政务服务基本要求(提供什么样的服务),三是合理确定政务服务的主体(由谁提供服务),四是合理确定政务服务的对象(向谁提供服务),五是改进政务服务的提供方式(如何提供服务),六是加强政务服务的保障(如何保障服务的提供)。

The structure of policy and practice on promoting government service is firstly to confirm the projects of government service(which government service should be provided);secondly,to improve the basic requirements of government service(what kind of government service should be provided);thirdly,to reasonably determinate organization of the government service(which organization should provide the government service);fourthly, to determinate the target of government service(who can get the government service);fifthly, to improve the methods of providing government service(how to provide the government service);sixthly,to strengthen the foundation of the government service(how to ensure the government service).
