| 摘 要： | 改革开放三十年来，我国的医疗卫生逐步由伦理经济向市场经济转变。当前医疗体制的存在的问题主要是医疗市场中过度市场化与市场化不足所导致。我们的医疗改革实质就是要在市场经济条件下，如何按照卫生和医疗的特殊规律来构建相应的体制和政策体系。我们既要确立政府在提供公共卫生和基本医疗服务中的主导地位，又要继续推进医疗的市场化改革，规避市场化过度，即充分建立起在政府适当干预下的、完善的医疗卫生市场机制。
