| 摘 要： | 官僚制度在世界范围内遭遇到前所未有的挑战，但是，还没有其他一种理论模式可以超越或者取代官僚制的地位，在我国也存在类似的问题，我们应该清楚地认识官僚制的弊端，这样我们的改革才能有的放矢，我们还应该广泛地学习各种制度理论，这样才能为我们的改革开阔思路。

| Abstract: | Bureaucracy faces unprecedented challenge within the world, however, any other theoretic mechanism fails to exceed or replace its role till now. the same fact exists in china. Therefore, we should clearly understand its disadvantages and widely study varied theories on system so that china＇s reform will have definite target and wide vision. |
