| 摘 要： | 民族财政关系是民族关系的重要组成部分.民族财政关系法制化是完善公共财政立法体系、实现民族区域财政自治、建设民族地区公共财政和规范民族财政政策的必然要求.民族地区公共财政立法具有从属性、职权性和自治性,应遵循合法原则、法制统一原则、变通原则和财政民主原则.着重从财政体制、公共财政收入、公共财政支出和公共预算等方面予以规范.
